Will quick changes in personnel at the U.S. Trade Representative (USTR) in 2021 mean dramatic changes in trade policy? Probably not.

Several former Obama Administration officials are expected to return to USTR. Will the new USTR be more aggressive in the number and frequency of trade deals?

Trade tensions with China are to continue President Trump’s decision to drop out of the Trans-Pacific Partnership (TTP) is likely to stay. Joe Biden has said he would not support returning to the TTP unless the agreements’ labor and environmental safeguards are improved.

It is likely that the U.S. will get more engaged with the World Trade Organization (WTO). The entire organization has been struggling to remain relevant. I see Biden trying to reinvigorate the organization.
